Command prompt has been disabled by adminstrator?

I've tried manually going in and changing the settings and the value to 0 and it just says "Cannot edit Disable CMD: Error writing the value's new contents" It's quite annoying and i had to re-enable regedit as well as task manager early, so im pretty certain it was a virus. Im on windows 7 any ideas?
