Ping tests and packet loss?

Whenever I do a test on pingtest.net, I get over 50% packet loss all the time. However, when I run a ping test from my laptop's cmd window, I get 0% loss. I see that the cmd ping only sends 4 packets and the one on pingtest sends like 200+. Which one should I use? I have TWC and they are happy to go by the cmd ping results.
