Why does he cancel dates and not tell until the last minute?

I'm so ticked off.. it's the third time in a row he's bailed out on me. We'd only been on one date. The first time, something in his family came up. It isn't something you'd do last minute but he only told me about it 1 hour before the date. He sounded upset about it so I was like okay.. The second time, he had to work late and was too tired. Also told me the last minute. The third time, to be fair the weather wasn't good but he should have just called to cancel. He didn't tell me anything until I called him one hour AFTER the time set and he said it was cancelled. I'm willing to bet he'd not call me at all. I'm getting sick of this. Can't he just cancel earlier before I'd get ready and wait around for him?? He also seems to be unable to set a time for our dates. I'm always the one to have to finally suggest the time even though he "planned" it. He'd suggest a next time but never a specific day or time. What's wrong with him? why tell me he misses me and wants to see me but never put any real effort into it?
