Husband gave little brother (19) his credit card!!!?

My husband is deployed, and his family almost NEVER calls him to say hi, how are doing, nothing! They only call when they want something from him or have a problem going on in their life. I received my husbands bank statement from a military issued credit card that has an allotment of money on it FOR HIM TO USE. I saw charges for Taco bell, McDonald's, Exxon gas, a Chinese buffet from our area (not where he's deployed), my first thought was omg his credit card was stolen. So I called my husband, he said he let his little brother use it because he's having a hard time, I BLEW UP! He's 19 he has NO responsibilities, but gas for his car, phone bill and a utility in his moms house plus he has a job. We have 2 kids and I'm living with my grandparents to save money and pay off his debts! And he does this!? And didn't tell me! Plus he lied, he said his brother called him complaining about how hard a time he's having, and my husband said "but he didn't ask for money" I said ok, because we just don't have it. Well I had the CC turned off so he can't use it, but I just don't know WTH to say to my husband about it, I'm beyond F**KED off with him. Any suggestions?
